SOSCENSA and PUNSAA are two biggest non- actors platforms in South-central and Puntland in Somalia with the membership of 135 umbrellas and networks that includes organization women, youth, professionals, trade unions, cooperatives, private educations umbrellas, private sector, Somali Chamber of commerce and industry, media networks and Universities
To represent these umbrellas and network with diverse interests is very huge responsibility specifically when it relates to important issues like constitutional process that matters most therefore, after consultation with the ministry of constitution, we have organized constitutional review training with the support of Saferworld organization to raise the awareness of CSO on this particular issue and in conclusion of the training the participants agreed the establishment of civil society constitutional review task force (CSCRTF) team that coordinates civil society participation to this process.
Regrettably, the ministry of constitution affairs had changed their position and instructed our partner organization to stop the launching ceremony of this important project on the eleventh hour with the statement of not having clear insight of this program which is inaccurate statement as Safer world and SOSCENSA had given full project documents and contractual agreements.
To conclude, this shows that the ministry has very poor understanding of the constitution that governs the country and they have no ministerial power to stop CSO activity according to the article 20 and 22 of the current provisional constitution and we have complained to the prime minister office and we will continue our activity up until further developments.
